Meeting Minutes: April 22, 2005
Present:
Paul Jay, Chair, Tony Barbato, Isiaah Crawford, Lydia Don Carlos, Joyce Knight, Chris Manning, Hank Rose
Introductory Matters:
The Chair called the meeting to order at 9:05.
A call for approval of Minutes of 2/4/05 was approved unanimously.
Old Business:
Proposing use of the "Weighted Voting System" for committees dealing with
rank and tenure. Having been reviewed, positively, by the Council of
Deans, the proposal is up for FA-UPC approval.
Resolved that the weighted system be considered normative for all university
and school-level committees on Rank and Tenure. If a particular committee
prefers not to use the system, the school may petition the Chief Academic
Officer for a waiver of this policy.
Approved 5-0-0
The policy will be promulgated by being distributed to the Council of Deans.
Appeal & Grievance Process: Additional discussions of the text occurred,
integrating comments from Faculty Council and the Council of Deans. Some
suggestions were not accepted. Those that were, and thus changed the draft,
included:
Time limits for particular actions were extended and the term "normally" was
added, to provide room for reasonable exceptions/extensions.
Leadership of the FAGC will include a Chair and two additional members,
comprising an Executive Committee of three, elected by the members of the
Committee.
The Executive Committee will select the specific panels, and monitor their
performance.
Just as a member of the Committee can recuse him/herself for cause, the
person bringing the grievance/appeal may also object to the inclusion of a
person on the panel, and the Executive Committee must consider the
objection.
If a faculty member is suspended during an appeal process, it will normally
be a suspension with pay.
In cases of reconsideration of denied promotion and tenure (a stage prior to
appeal), the case will be reconsidered by the school R&T Committee and the
Graduate Dean as well as the U-R&T Committee and the School Dean - all
simultaneously, with all submitting their separate recommendations to the
Chief Academic Officer.
References to disability, as a grounds for grievance or appeal will be
amended to read: "Disability and any other characteristic protected by
applicable law."
References to the recording of meetings shall be clarified to that it is
formal hearings that are to be recorded, and that the recording may be by
tape as well as by stenography.
